Services Trade Liberalisation and Regulatory Reform: Re-invigorating International Cooperation

This World Bank Working Paper reviews the policy restrictions of trade and investment in services of WTO member economies, and finds that even the best offers so far in the Doha negotiations are on average twice as restrictive as actual policy. Additional market opening is hardly in prospect. This paper develops two proposals to enhance the prospects for both liberalisation of services trade and regulatory reform. If these proposals cannot be fully implemented in the Doha time frame, then any Doha agreement could at least lay the basis for a forward-looking program of international cooperation along the proposed lines.

Unleashing Hong Kong’s Creative Youth

This HKTDC report presents findings of a survey on the current status and challenges of young entrepreneurs in Hong Kong. Nearly 20% of young people in Hong Kong currently operate or plan to start their own business. The main challenges of the young entrepreneurs include keen competition among industry players, difficulty in developing new markets and garnering new buyers.  The report reiterates the need for support for entrepreneurs in the preparation or start-up phase of business. This is a valuable piece of research that provides a comprehensive picture of the needs of young entrepreneurs in the city, and thus stimulates policy insights on entrepreneurship development in Hong Kong.
